AmberView

In 2005, parents of children ages 3-17 in West Virginia were introduced to an innovative program called AmberView.

Now three successful years later, 72 percent of the state's 700-plus public and private schools safeguard their children through the program, a number that continues to grow each day. More than 40 percent of the state's public and private schoolchildren are presently enrolled in the program.

Sponsored by the National Institute of Justice, AmberView is an initiative of the West Virginia High Technology Consortium (WVHTC) Foundation . AmberView is designed to work in collaboration with State and national AMBER Alert programs. The system has the ability to mass broadcast a digital image of an abducted child to law enforcement, news media, and citizens within minutes of an official AMBER Alert.

New Grants & Funding Opportunities

Project LOCATER

LOCATER, a Web-based program offered by the National Center for Missing & Exploited Children, enhances law enforcement's ability to recover missing children by providing them with the tools to rapidly disseminate images and information locally, statewide, or nationwide. LOCATER is available to any law enforcement agency free of charge; however, for many agencies the workstations needed to employ it are not. The Rural Law Enforcement and Corrections Technology Center (RULETC) distributed 50 computer systems to needy, small agencies in 2007. RULETC staff also provided assistance to these agencies to get these systems up and running. Cold Case Seminar - Federal Law Enforcement Training Center

The Cold Case Seminar is a 3 ½ day course designed to provide the investigator with an overview of the NCIS Cold Case Methodology and Protocol. A wide range of investigative steps, to include the use of non-traditional investigative techniques, will be covered in depth during the course of instruction. The methodology and protocol will be illustrated through case studies of successfully resolved cold homicide investigations. Upon completion of this course, the investigator will have a sound knowledge of how to prepare and conduct a cold homicide investigation. Information on the LINX, a database system that provides access to law enforcement incident and investigative data collected and contained within a central data warehouse.

Law Enforcement Information Exchange (LINX)

Tuition is FREE. Qualified students can receive up to 3 nights of lodging at no cost. Students will be responsible for travel and meals.

Applicants must be sworn law enforcement officers from state, local, campus, or tribal agencies. Prosecutors, investigators and Attorneys General are also invited to attend.

Forensic Technologies Center of Excellence

On September 20, 2007, the National Institute of Justice (NIJ) announced the establishment of the Forensic Technologies Center of Excellence as part of the National Law Enforcement and Corrections Technology Center (NLECTC) system. Each new center will provide—with respect to a specific technology area—testing, evaluation, specialized technology assistance programs, and other services with regard to tools and technologies intended for use by law enforcement, crime laboratories and other criminal justice agencies. This program furthers the Department's mission by improving the safety and effectiveness of criminal justice technology and the access of law enforcement and other criminal justice agencies to that technology.

The Forensic Technologies Center of Excellence will support the NIJ Research, Development, Test, and Evaluation activities within the DNA and general forensics portfolios and related areas by:

bulletSupporting NIJ's research and development programs
bulletTesting, evaluating, and demonstrating technologies
bulletSupporting the adoption of new technology
bulletDeveloping technology guidelines
bulletProviding specialized technology assistance and support to criminal justice agencies on a national basis

The Forensic Technologies Center of Excellence will also host and support the General Forensics and DNA Forensics Technology Working Groups, execute the Grant Progress Assessments and DNA quality assurance audit programs, execute the Expert System Testbed project including demonstrations, and support technology adoption activities through exhibits at national conferences. In addition, the center will host technology transfer workshops, and related activities, host and continue to populate the online National Clearinghouse on Science, Technology and the Law, and host and manage the National Y-STR Database.

The National Center for Missing Adults (NCMA) Law Enforcement Training Seminars

The NCMA, in cooperation with Fox Valley Technical College (FVTC), Criminal Justice Center for Innovation, is conducting  two-day law enforcement training seminars at the NCMA Law Enforcement Training Facility in Phoenix, Arizona and other national training site locations.  This training is funded in part by the Bureau of Justice Assistance (BJA), Office of Justice Programs, United States Department of Justice.

The US Department of Justice has released an interactive electronic training program. Principles of Forensic DNA for Officers of the Court, to educate criminal justice professionals about the science of DNA analysis and the legal issues regarding the use of DNA in the courtroom.

Crime Analysis Unit Starter Kit Available Free to Law Enforcement

DENVER - The Crime Mapping and Analysis Program (CMAP), located at the University of Denver, National Law Enforcement and Corrections Technology Center (NLECTC-Rocky Mountain ) announces the release of the Crime Analysis Unit (CAU) Developer's Kit . The Kit is a unique collection of documents, tools and examples to assist in the design, creation, implementation and expansion of any crime analysis unit. This assembly of information, examples and software utilities is a free public service by CMAP, a program of the National Institute of Justice.

The Developer's Kit includes a variety of articles and publications on analytical processes, procedures and methods from acknowledged experts in the field. It also includes numerous examples of crime bulletins, routine products, work analysis, flowcharts, timelines, job descriptions, mission statements, internship announcements, statistics and other materials that can be used as templates or starting points.

The CAU Developer's Kit contains several free software applications, including Geographic Information Systems (GIS) programs, Geographic profiling utilities, tactical crime analysis tools, link-charting programs, Statistics programs and OpenOffice. All software is provided free of charge by CMAP and the developers for use by the US law enforcement community.

"We're pleased that public safety will be able to immediately put these tools to work in their organization," says Dan Helms, GIS and Crime Analysis Specialist. "The product addresses a vast majority of the requests that we receive from the community regarding starting or enhancing their crime analysis capabilities."

Free Kit Available to Law Enforcement

The Baltimore City (Maryland) Police Department has announced the continued availability of an award winning package designed to help law enforcement officers investigate missing and abducted child cases. The kit includes “My Child Is Missing” a 45 minute video hosted by John Walsh, NCMEC cofounder and television host; an officer’s field guide; and training manual for use by facilitators.

The grant funded training kit is available free of charge to law enforcement agencies and child protective services while supplies last. Cold Case Homicide Investigators Association:

The formation of the Mid-Atlantic Cold Case Homicide Investigators Association (MACCHIA) has been announced.  The purpose of the Mid-Atlantic Cold Case Homicide Investigators Association is:

bulletTo establish an esprit d’corps among cold case homicide investigators within the Mid-Atlantic region as well as nationally.
bulletTo provide a forum to discuss and exchange information related to:

Homicide case case management and operational strategy

The latest advancements in forensic technology and laboratory sciences

Improving training for police, investigators, prosecutors, laboratory personnel and any other person or organization who may assist in a cold case homicide investigation. 

bulletTo conduct seminars, conferences and training opportunities related to all phases of a cold case homicide investigation.

To open lines of inter-agency communication, as well as promote, encourage and foster the controlled exchange of need to know information between all agencies who may be involved in a multi-jurisdictional investigation.

Annual dues are $25.  Two categories of membership are available -- Active and Associate.
